
St. Thomas, U.S. Virgin IslandsĀ – The Virgin Islands Police Department (VIPD) proudly joined law enforcement leaders, policymakers, public safety professionals, and community stakeholders from across the United States, the Caribbean, and the global diaspora during the successful hosting of the 3rd Annual National Organization of Black Law Enforcement Executives (NOBLE) International Training Summit, held June 3ā5, 2026, at the Westin Beach Resort & Spa at Frenchmanās Reef on St. Thomas.
Held under the theme, āJustice Without Borders: Global Practices Protecting the Vulnerable,ā the summit provided a dynamic platform for collaboration, professional development, and meaningful discussions focused on public safety, leadership, justice reform, international partnerships, and strategies for protecting vulnerable communities.
As NOBLE celebrated its historic 50th Anniversary, attendees participated in a series of training sessions, panel discussions, and networking opportunities designed to strengthen relationships and promote the exchange of innovative ideas and best practices among law enforcement agencies and public safety organizations.
The summit was hosted in collaboration with the Virgin Islands Police Department and the Virgin Islands Peace Officer Standards and Training (POST) Council, further showcasing the U.S. Virgin Islands as a growing hub for international public safety leadership and professional development.
Police Commissioner Mario M. Brooks expressed his appreciation to NOBLE and all participating organizations for contributing to the success of the summit.
