VIPD Respond to School Bomb Threats and Swiftly Apprehend Suspects

St. Thomas, U.S. Virgin Islands – The Virgin Islands Police Department’s (VIPD) Juvenile Bureau, School Security, and K-9 Officers responded to two more bomb threats at Lockhart K-8 School on Wednesday, November 19, 2025. The VIPD made a check of the school premises and gave an “All clear”.

Additionally, the VIPD Officers were able to swiftly apprehend both minor suspects in today’s bomb threats.

  • The 911 Emergency Call Center (911) received the first call at 8:55 a.m., regarding a bomb at the Lockhart K-8 School. Officers were notified and located the minor suspect at Oswald Harris Court housing community, where he was apprehended. The minor was taken to the Juvenile Bureau where he was booked and processed. This minor was in violation of a previous court order and faces charges for that violation. He was remanded to the Youth Rehabilitation Center (YRC).
  • The second bomb threat was called in later at 1:17 p.m. to 911 and based on the information provided, Officers from the Juvenile Bureau was able to locate the minor at the Lockhart K-8 School campus. The minor was picked up, booked and processed. He was taken into protective custody and is in the process of being remanded.

Both minors in today’s bomb threat arrests were charged with False Reporting First Degree, False Reporting Second Degree, False Reporting Third Degree, Bomb Hoax, Disturbance of the Peace- Threats and Cyber Harassment.

Debra Hodge, Chief of Police for St. Thomas, St. John and Water Island District, emphasized, “These bomb threats are not a prank, they are not funny, they are criminal acts! We’ve already arrested several minors to include both that made the calls today, and along with our federal partners we will continue to follow every lead. I am urging our young people to think about the consequences before they act and I’m asking parents to speak to their children sternly. Parents note that you can be held accountable for your minors’ actions.

Our priority is to keep our children and community safe, and we will pursue every measure to ensure their safety!”
