

St. Croix, U.S. Virgin Islands – On January 30, 2024, officers of the School Security
Bureau were notified by the Juanita Gardine School personnel of a sexual assault on a minor.
Detectives of the Criminal Investigation Bureau opened an investigation into this case, which
revealed that Elliot and Omayra Navarro (husband and wife) were identified as suspects.
Further investigation revealed that the couple sexually abused a 7-year-old minor at their
home.
The case was filed at the Attorney General’s office, and an arrest warrant was signed on
September 26, 2025, by an Honorable Magistrate Judge of the Superior Court of the Virgin
Islands for the Navarros. Their charges are Aggravated Rape First Degree, Assault First,
Unlawful Sexual Contact, and Child Abuse with bail set at $150,000.00 as per the arrest
warrant.
On October 26, 2025, 54-year-old Elliot and 41-year-old Omayra Navarro were detained at
the Henry E. Rohlsen Airport while attempting to leave the territory. They were transported
to the Rainbow Building, Criminal Investigation Bureau, where they were placed under
arrest, booked, and unable to post bail. They were transported to the Golden Grove Adult
Correctional Facility, where they were remanded pending their Advice of Rights Hearing.
