
St. Croix, U.S. Virgin Islands — February 20, 2026 — The Virgin Islands Police Department has
arrested an adult male in connection with a sexual assault investigation involving a minor.
On January 21, 2026, at approximately 3:48 p.m., a female individual walked into the Wilbur
H. Francis Command Police Station to report a sexual assault. The matter was assigned to the
Criminal Investigation Bureau for further investigation. During the course of the investigation,
detectives determined that the female was a minor at the time the alleged assault occurred.
The suspect was identified as 43-year-old Francis T. Capone.
Detectives made contact with Mr. Capone, who voluntarily agreed to appear for questioning.
On February 19, 2026, Mr. Capone appeared at the Wilbur H. Francis Command Police Station,
where he was advised of his Miranda Rights. During questioning, Mr. Capone denied the
allegations of sexual assault but admitted to kissing the minor.
Based on the findings of the investigation, Mr. Capone was placed under arrest and formally
charged. Bail was set at $75,000.00. Unable to post bail, Mr. Capone was remanded to the
custody of the John Bell Correctional Facility pending his Advice of Rights hearing scheduled
for February 20, 2026, at the Superior Court.
This case remains under active investigation.
