Police Commissioner Mario Brooks Joins Regional Law Enforcement Leaders in Suriname for 40th Annual ACCP Conference

PARAMARIBO, SURINAME – Police Commissioner Mario Brooks of the Virgin Islands Police Department (VIPD) joined top law enforcement executives from across the Caribbean this week for the 40th Annual Association of Caribbean Commissioners of Police (ACCP) Conference. This landmark summit brings together the region’s “top cops” to forge a unified front against evolving security threats.

The theme of this year’s conference, “Organized Crime: Implications for Regional Development,” underscores the critical link between public safety and economic stability. As organized criminal networks become increasingly sophisticated, the ACCP serves as a vital hub for shared intelligence, coordinated tactical efforts, and the harmonization of regional security policies.

Honoring Service and Enhancing Safety

Coinciding with his presence at the summit, Commissioner Brooks took a moment to acknowledge the ongoing National Police Week activities back in the United States Virgin Islands.

“While we pause to honor those who have answered the call and paid the ultimate price of this noble profession, our tribute must be matched by action,” Brooks stated. “It is utterly important that we continue to explore techniques and strategies that aid in increasing the safety of our law enforcement professionals. Simultaneously, we are committed to implementing measures that drastically reduce the freedom of movement and activity for the criminal element.”

Innovation as a Foundation for Progress

During the summit, Commissioner Brooks will emphasize that the future of Caribbean policing lies in the integration of cutting-edge innovation. Brooks maintains that law enforcement must be nested in technological advancements as the foundation for progress not just for the VIPD, but for the Virgin Islands as a whole.

“We have entered an era where data and technology are just as essential as traditional patrols,” stated Commissioner Brooks. “By positioning the Virgin Islands as a law enforcement technological leader, we provide our officers with the tools necessary to simplify enforcement efforts while simultaneously fostering a safer environment for economic growth and community development.”

Strategic Priorities

The VIPD’s participation highlights a dual commitment:

• Constitutional Policing: Maintaining a department rooted in civil rights, accountability, and community trust.

• Technological Leadership: Serving as a digital blueprint for neighboring islands through the implementation of advanced surveillance, autonomous systems support, forensic data analysis, and inter-agency communication platforms.

As the conference continues, Commissioner Brooks and his regional counterparts will participate in high-level working groups focused on regional collaboration for maritime law enforcement and security, human trafficking, the enhancement of intelligence sharing efforts, and the digital transformation of police records. By sharing the VIPD’s recent technological successes, Commissioner Brooks aims to strengthen the collective resilience of the Caribbean, ensuring that the Virgin Islands remains at the forefront of modern, effective law enforcement.
