
St. Thomas, Virgin Islands – Officers of the Virgin Islands Police Department (VIPD) arrested 41-year-old Garth Eugene on Monday, February 16, 2026, for Child Neglect, Child Abuse, Parental Neglect, Reckless Endangerment First Degree, and Aggravated Child Abuse.
Officers were dispatched to Bovoni on Monday, February 16, 2026, at approximately 9:45 a.m. Officers met with the complainant who informed them that she and Garth Eugene, the father of her infant child, had an arrangement for him to take care of their child for a short time. The complainant reported she received a phone call from a relative around 9:16 a.m. on February 16th, stating that Eugene called to say he had left their infant child outside her residence gate and that she should check if the child was there. When the complainant went outside, she found her child inside a pink duffle bag at the gate on the main road.
Later that day, officers located Garth Eugene. He was arrested, informed of his Constitutional Rights, and transported to the Richard N. Callwood Command for booking and processing. His bail was set at $110,000.00. He was then handed over to the Bureau of Corrections pending his Advise of Rights Hearing.
The VIPD emphasizes that such acts of reckless endangerment toward children will not be tolerated.
