St. Thomas, U.S. Virgin Islands – The Virgin Islands Police Department (VIPD), Economic Crime Unit, initiated an investigation that began in August 2023 following a complaint alleging the unauthorized use of the complainant’s name, signature, identification, and business credentials in connection with the purchase of multiple vehicles from Metro Motors by Jeffrey T. Howard.
The investigation revealed that Howard fraudulently purchased vehicles using the complaint’s identity and then fraudulently registered one of the vehicles purchased in the complainant’s name with the Virgin Islands Bureau of Motor Vehicles and then fraudulently sold and transferred the vehicle to another individual without the knowledge or consent of the complainant.
On December 30, 2025, an arrest warrant was issued for. Howard by the Magistrate Judge and bail was set at $100,000.00. After being notified of the arrest warrant on February 5, 2026, Howard self-surrendered at the Economic Crime Unit office.
Jeffery Howard, 65, was placed under arrest and charged with Forgery, Obtaining Money/Property by False Pretense, Identity Theft, Filing or Recording Forge Instruments and Fraudulent Claims upon the Government. He was then transported to Richard Callwood Central Command for processing. He was unable to post bail and was subsequently remanded to the Bureau of Corrections, where he remains pending his Advise of Rights Hearing.
