CIB Arrest Suspects in Robbery at WAPA’s Richmond Facility

St. Croix, U.S. Virgin Islands – On February 10, 2025, at approximately 5:08 p.m., the 911 Emergency Call Center reported the brandishing of a firearm at the WAPA Power Plant in Estate Richmond. Responding officers made contact with the victim and it was discovered that a robbery had occurred. As a result, Detectives of the Criminal Investigation Bureau were requested.

Detectives’ investigation revealed that an adult male who was on duty at the WAPA Plant was robbed at gun point by a male and aided by an adult female who was an employee at the WAPA Plant. On June 25, 2025, search and arrest warrants were obtained from the Superior Court. On July 1, 2025, members of the Criminal Investigation Bureau and Special Operation Bureau executed the warrants where Mr. Omani Abraham, 32, and Ms. Cristine Caines, 35, were both arrested at her residence. During the search a firearm, extended magazine, a holster and ammunition were recovered. Abraham and Caines were advised of their Miranda Rights. Omani Abraham was charged with Robbery First Degree, Assault First Degree, Unlawful possession of firearms. With bail set at $75,000.00. Abraham was additionally charged with Unauthorized possession of a firearm with bail at $50,000.00. Cristine Caines was charged with Robbery First Degree, with bail at $75,000.00. They were booked and unable to post bail, and both were transported to the Golden Grove Adult Correctional Facility where they were remanded pending their Advice of Rights Hearing on Wednesday July 2, 2025, at the Superior Court.
