ECU Arrests Woman for Credit Card Fraud and Theft on St. Thomas

St. Thomas, USVI - On Monday, June 26, 2023, the Economic Crime Unit initiated an investigation into a reported Fraudulent Use of a Credit Card. The complainant reported that he misplaced his wallet at Mon Cheri Café located at Nisky Center. Unaware that his wallet was missing, he received a text notification from his bank alerting him of fraudulent activity on his account. The complainant traveled to the various businesses where his credit card was used and was informed that his card was used at Starz Car Rental to reserve a rental vehicle and due to return to the business on Tuesday, June 27, 2023.

On Tuesday, June 27, 2023, the Economic Crime Unit Detectives were notified from the owners of Starz Car Rental that their rental vehicle was seen in Banco Popular drive thru located at Altona. The Economic Crime Unit Detectives intercepted the rental vehicle and arrested Ms. Daliqua Moses.

Investigation revealed that Daliqua Moses took possession of the complainant’s wallet and used it without his permission. She also charged more than $300.00 at various local businesses.

Ms. Moses, age 25, was transported to the Richard N. Callwood Command where she was charged with Fraudulent Use Of A Credit Card, Grand Larceny, Unauthorized Use of a Vehicle, and Buying, Receiving or Possessing of Stolen Property. The bail was set at $25,000.00 and Ms. Moses was processed and remanded to the Bureau of Corrections pending Advise of Rights hearing.
